Make our VOMRS configuration script work like the VOMS configuration script:
That is, do not configure VOMRS unless run as root. When installing as
non-root, the script will write a nice message to the post-install/README file
explaining that configure_vomrs must be run as root. Then the VOMRS
installation would complete without problem.
