The remaining items for RSV that did not get released in 1.8.1.

1) Probe multiple hosts w/ 1 RSV installation
2) Use RSV w/ a pre-installed Condor 6.9.4 (Terrence Martin request)
3) Serve RSV pages with VDT Apache (if possible, this might require some
modification of our Apache configuration)
