Rebuild Apache with PHP 5.2.4 due to security flaws in PHP 5.2.3.

This almost certainly only affects NMI-Build-And-Test which few (if any)
VDT users are installing. That said, we should upgrade quickly so that
people do not have these known vulnerabilities in their installation.

(This problem was noticed by a user, whose Nessus scan caught the problem.)

Alain has already started an NMI build 63104, but has committed no
changes to the subversion source code repository. PHP 5.2.4 was
downloaded too.
