Update to GIP 1.2 in branches/vdt-1.10.1-gums-prima

We need to upgrade to GIP 1.2 in the gums-prima branch. It's part of our
big upgrade.

Right now, we can get the tarball from:
http://home.fnal.gov/~burt/gip/gip_1_1_0_beta0.tgz

It's missing the changelog, which is here:
http://t2.unl.edu:8094/browser/gip/tags/gip_1_1_0_beta0/changelog?format=raw

It no longer includes configure_gip, so we shouldn't call it anymore.
(Actually, this tarball does, but that seems to be a packaging mistake.)

There are two things we might need to deal with, and I'm talking to Burt
about how to resolve them. He wrote:
