Subject: configure_gratia change for new collectors

The central Gratia collectors are changing, so we need to modify
configure_gratia accordingly. When configuring the probes, if the old
report-to host is the old default, and the new one is the new default,
make the change even if --force-probe-configure is not specified.

New defaults:
prod_host="gratia-osg-prod.opensciencegrid.org:80"
itb_host="gratia-osg-itb.opensciencegrid.org:80"

Old defaults:
gratia.opensciencegrid.org:888[01] *or* gratia-osg.fnal.gov:888[01]

Chris,
This change is now in the ITB cache. As you pointed out yesterday, I
did not need to time this release with Suchandra's new configure-osg.py,
because it will have no effect until the new gratia collector's are
supplied.

I will hold off on the Gratia probe update until the new
configure-osg.py is released.

1.10.1 along with the rest of the "big update" in February.
